This is a suggestion for a alternate Systems to be used on HV, leting people decide to use this System or the Origional. This is not a Replacement just a alternate.
Ranks
Dashed lines means there is a Test in order to pass to next rank.
You can only start out at the ranks of Acadamy Student, Fresh Gennin, Chūnin, Special Jounin, and Sannin.
Remember At low Ranks your characters dont know anything about jutsus, other clans, gates, how anything works. Remember just because you know it dosent mean your character does.
Acadamy Student

Fresh Genin [One you become a 'Fresh' Gennin you will recieve a letter that will give you a Time, place and date to meat your Team and Sensei.]

Village: Konohagakure
The only Open village is Konohagakure
The Kage is a Npc
Konohagakure village is not allied with any other village, meaning that there is Kill on Sight orders for certain ninja.

Mission's/Arc's
With no Leveleing charts the way to level is by doing missions and Arc's, which this is hopefully to emphisize story progression rather than a level race.
In order to advance each person must do X amount of X rank missions

Weapons
There are no Custom Special weapons in other words Weapons with abilities of thier own[No chakra, Elemental Controle, etc], Make Jutsus if you want abilities like that, there not Free-bee jutsu givers.
You can only have X amount of Custom weapons.

Summons
Summons size increase with Rank, because the bigger they are the more chakra it costs though it does not mean that there cannot be small S rank summons.
Summons cannot have any jutsu they please, its just impossible for they are not as versitile as humans. The jutsus Summons have has to be related to the summoning race itself. If you want a special unrelated skill for your summons make it a jutsu, Summons are not free-bee jutsu givers.
If you want them to to spit out acid or water that would be thier Primary Ability, secondary abilities cannot be jutsus themselves.
You can summon creates of 1 race and 1 race only, which personal summons can be only of that race.

Jutsu's
No Custom E ranks.
One cannot learn Jutsus outside of thier Affinities, nor can you put points into a elemental branch of the tree if its not your affinity. Second affinities can be achieved after becomming a Special Jounin, if you are in a elemental combination clan your elements are already set and so can put points in eather elemental branch.
Any kind of element that is not one of the base is a kekkei gengai.
List of Some Kekkei Gengai's + Elemental Superiority:
Jutsus can only be taught and/or Customs, taught by thier Jounin Sensei or another character.
Remember S rank jutsus are not a everyday thing, they are devistating jutsus that are double edged swords, meaning that it takes a toll on the user to use one. You can have a maximum of 3 S ranks.
Each rank has a Set amount of Jutsu points in order to spend on learning jutsus, they cannot learn any more than that.
Ninja's can only learn jutsus up to a certain rank, which becomes larger as their own rank increases.
D-Rank = 1 Points
C-Rank = 2 Points
B-Rank = 3 Points
A-Rank = 4 Points
S-Rank = 5 Points
The only other way to gain jutsu points is by doing Site events, or by doing special favors for Mods.

Genin: Can have 2 C rank: 7 Jutsu Points
Genin Elite: Can learn 1 B rank: 12 Jutsu Points
Chūnin: 16 Jutsu Points
Specilized Chūnin: 20 Jutsu Points
Chūnin Elite: Can have 1 A rank: 23 Jutsu Points.
Special Jounin: 26 Jutsu Points
Jounin: 30 Jutsu Points
Jounin Elite: Can have 1 S rank: 33 Jutsu Points
Sannin: 40 Jutsu Points
Kage: 50 Jutsu Points

Jutsu's can only be learned in Training Sessions, Training sessions do not count twards Mission Points.

How to Level
In order to Advance from one Rank to another you need to do X amount of Missions and X amount of Story Arc's [Long stories with a strong Main Villan]. Note
Missions = 1 Point per Rank
Story Arc's = Double the points per Rank Diffuculty.
Fresh Genin: 10 Points [D-C Rank]
Genin: 20 Points [D-B Rank]
Genin Elite: Need to Complete Chūnin Exams to Advance
Chūnin: 30 Points [D-B Ranks]
Specilized Chūnin: 40 Points [C-B Ranks]
Chūnin Elite: 50 Points [C-A Ranks]
Special Jounin: Need to Complete Jounin Exams to Advance
Jounin: 60 Points [C-A Ranks]
Jounin Elite: 70 Points [B-S Ranks]
Sannin: Need to Complete a Legendary Feat. Can learn Sage Mode.
Kage:
Legendary: Rank Granted by XXXXXXXX

Non-Team Leveling
Since there are people out there that do not wish to Socialize with a Team in order to Pass from Genin Elite to Chunin you can do instead 25 Points worth of Missions, to Advance to Jounin 55 Points woth of Missions and 85 Points to advance to Kage.

Missing-Nin
In order to Advance from Gennin Elite to Chunnin instead of the Chūnin Exams you will be Tracked and Hunted down by a Very Skilled Hunter nin [Played by a Mod or Approved individual], which you will need to Discover you are being hunted, Evade them, and Kill them. Each one a seperate test. From Special Jounin to Jounin it is a Team of Hunter-Nin instead of just 1.

Missions
D-rank - assigned to Genin fresh from the Ninja Academy. They pose almost no risk to the ninja's life and usually consist of odd jobs like farming and babysitting work. The reward for a D-rank mission is between five thousand and fifty thousand Ryō.
C-rank - assigned to more experienced Genin or Chūnin. They are missions anticipated to have some combat involved with the possibility of injury to the shinobi performing it. Examples are guarding people, background investigations, or capturing or suppressing wild animals. The reward for a C-rank mission is between thirty thousand and 100 thousand Ryō.
B-rank - assigned to experienced Chūnin. They are missions anticipated to involve combat with other ninja. Examples are guarding people, espionage, or killing other ninja. The reward for a B-rank mission is between 150 thousand and 200 thousand Ryō.
A-rank - assigned to Jōnin, concerning, among other things, village-or state-level matters and trends. Examples are guarding VIPs or suppressing ninja forces. The reward for an A-rank mission is between one hundred fifty thousand and a million Ryō.
S-rank - assigned to experienced Jōnin and concern state-level confidential matters. Examples are assassinating VIPs, and transporting highly classified documents. The reward for an S-rank mission is more than a million Ryō

I am loving all of it, however I don't like the last paragraph at all. Isn't there another way we could do the jutsu learning?
